No... it's an apache problem, not a CPX problem.  See here:

I'm pretty sure that dev patched our managed version of apache on all
VPS accounts so that the "graceful" restart would *ahem* be more 
graceful.  They did this in 1Q or 2Q of 2008 IIRC.  

Are you rolling your own version of apache on your MPS or are you just
using the stock build?  If you are rolling your own, then there is a 
patch you need to include when you do a rebuild.  See here:

The latest version of Apache (2.2.11) should have that patch already.

If you aren't rolling your own, then there is probably a sync problem
(perhaps) with your MPS and the master servers.

Um, who should you contact about this?  Hmmm.  Probably your tech rep
and they can escalate it from there for you.
