[cpx] File Management should not have prerequisites

This has been brought up before, I wanted to bring it up again.  I do not 
see why the "File Management" should pre-require FTP in order to be used. 
FTP is an old and insecure protocol which I would much rather stop using. 
I would especially like to stop my clients from using it.  However, in 
order for them to use File Management, I am required to turn on FTP access 
for them.  When will this "feature" change?
