this model prevent you to assign 1000Mo for the whole site as you will
give to the domain admin 2000Mo ( 1000Mo for his own ftp, and another
1000 for end user email's quota).
If you want 100Mo for web and 200Mo for email then you have to give
300Mo that will lead in reallity to give 300Mo for ftp plus 300Mo for
emails so 600Mo of space.

This lead you to, in the worst situation, to have to give twice the
space to domain admin than you wanted.
