[cpx] End user management wrong?

I have a domain with:

        Allow the Domain Admin to create:
        A maximum of 0 end users

I completely forgot about this, and added four users under that domain. 
Seems to work fine, and reports:

        A maximum of 0   (Used: 4   Available: 0)

I would have thought a max of 0 wouldn't allow any to be created ;-)
