okay here we had a little misunderstanding ! :)

you spoke about utf-8 settings in the configuration of the webmail (message display and outgoing mail setup of cpx) not on the browser settings where i was looking at ...!

yes it seems that it solved the issue when i changed to utf-8 the mail was sent.

Is there a way to make it the server default for ALL users in the webmail (including new ones and existing ones ?) ?
