[cpx] CPX: new users get 0 MB quota

Since I'm having trouble e-mailing support anyway, I figured I'd
post here.

I just added a domain admin/domain and created 10 end users.
The first 9 users I added using "save/create another" ended up with 0 MB
quotas (I had entered 50 MB). The final user's quota was correct...I
added him using "save."

Also when I went back to edit the 9 users to increase their
quota, CPX added an extra e-mail address. We use the format
"domainid.userid" for user logins. During creation of each user I had
changed the e-mail address to be "userid@xxxxxxxxxxx" and it was created
correctly. When changing the quota, CPX added a new e-mail address, "
domainid.userid@xxxxxxxxxxx" on its own.

I'm not sure what version of CPX this is. Our VPS2s show
"v1.5.3" but our MPS3 does not show a version number in the page titles.

Also "new and different" behavior is that on our MPS3 adding a
user reduces the domain admin's quota by the amount the user was
supposed to receive (the original 50 MB in the example above). I think
this may be by design (?) since after the 10 users were created CPX
shows *two* quotas for the domain admin, 500 MB and 1000 MB.
