 2. I then setup domain admin2 with a quota of 100 MB
 3. I later increase the domain admin2 quota to 150 MB
 4. But the domain admin1 quota drops from 150 MB to 200 MB
 Error - changing one domain admin quota is lowering another domain
 admin on the server.
