[cpx] EMail choices

Right now you have

1) Reject mail - do not accept
2) Delete mail permanently
3) Local mailbox - deliver to user:
4) List - Deliver mail to the following malboxes and email addresses

As I mentioned before, #3 should be disabled if the user doesn't have mail 
privs.

I think #1 and #2 are unclear. I would like #1 to read more like

1) Reject mail - return as unknown user
2) Silently discard mail

or something to that effect. Make it more clear... Clearly there is a BIG 
difference between picking #1 and #2 and this needs to be made more clear 
to the domain admin.

#4 - nit - spelling error.
